COMMERCIAL ITEM DESCRIPTION
AEROSOL FIXATIVE LACQUER
The General Services Administration has authorized the use of this
Commercial Item Description in lieu of Federal Specification TT-L-34.
This commercial item description covers an erasable and easily reworkable crystal clear fixative used primarily for drafting and fine artwork.
Salient characteristics:
The lacquers shall be furnished in nominal 1-pt commercial pressurized dispensers with a solids content of at least 8.5 g. The lacquer shall be readily dispersible by hand shaking and shall spray easily with moderate finger pressure and close immediately upon release of pressure. The spray shall be without sputtering, and a smooth and uniform clear film shall be deposited. When spraying is done in accordance with manufacturer’s directions, the can shall deliver at least 98 percent by weight of contents.
Drying time 1/. The fixative shall dry to touch in 1 minute, dry through in 2 hours, and have no aftertack after 24 hours (ASTM D 1640).
Fastness properties 2/. The fixative shall not be affected when reworked nor produce a smudge when erased with a slightly moistened vinyl plastic eraser.
For drafting 2/. The fixative shall be completely reworkable when drafting with pencil or ink.
For graphic arts 2/. The fixative shall be completely reworkable for graphic arts and also accept poster and tempera colors.
For fine arts 2/. The fixative shall be reworkable for charcoal and pencil drawings and accept artists water colors and tempera. It shall also fix pastels without change in appearance.
Notes. Producers for the preparation of lacquer coatings relative to the above salient characteristics:
1/ A coat of the fixative shall be sprayed from a distance of 150 to 225 mm onto a clean glass panel to a total dry film thickness of 0.5 + 0.1 ml.
2/ Draw two parallel lines approximately 0.06 mm wide, 6.5 mm apart, and 20 mm long on drawing paper, and spray on it one coat of the fixative from a distance of 150 to 225 mm. Allow to dry for 2 hours.
The issue of the ASTM test method in effect on the date of the solicitation shall be used to determine compliance with stated requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product sold in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as maybe otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The items shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contractor order.
