COMMERCIAL ITEM DESCRIPTION
PRIMER COATING (GENERAL PURPOSE, AEROSOL)
The General Services Administration has authorized the use of this commercial item description in preference to TT-P-605.
This description covers an aerosol primer for general purpose interior and exterior use on metals, wood, and plastic surfaces.
Salient characteristics
The aerosol primer shall be furnished in nominal 1-pint commercial pressurized dispenser with a net content of 369g minimum. The total solids shall be at least 78g and the lead content shall not be more than 0.06 percent by weight of non-volatiles. The contents shall be dispersible by hand shaking for 1 minute at standard conditions. The spray shall be without sputtering and a smooth and uniform film shall be deposited. The can shall deliver at least 98 percent by weight of contents.
Drying time. 1/ The primer shall dry-to-touch within 10 minutes, dry-through within 2 hours, and have no aftertack after 48 hours (ASTM D 1640).
Color. 1/ The color shall be a general match to the color specified (ASTM D 1729).
Specular gloss. 1/ The 60o specular gloss shall be between 25 and 50 (ASTM D 523).
Flexibility. 1/ The primer shall bend over a 1/8 inch mandrel at 0o and 25o C without cracking or flaking (ASTM D 1737)
Lifting. 1/ After drying at standard conditions for 4 hours, the primer shall not wrinkle or lift when recoated with the same primer, and when recoated a second time with the same primer after drying for 24 hours at standard conditions.
Immersion resistance. 1/The primer shall not blister, soften, or show other film defects after immersion in distilled water for 18 hours at 25o C. the film shall be unchanged after 24 hours of drying at standard conditions.
Knife test. 1/ The primer shall ribbon or curl and not flake or powder, and show beveled edges at a cut made with a craftsman’s knife (curved blade).
The issues of the ASTM standards in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product sold in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. Packaging, packing, and marking shall be as specified in the contract or order.
1/ Spray two coats, each consisting of 1 horizontal and 1 vertical pass, from a distance of 175 to 225mm to clean cold rolled steel panels (SAE steel No. 1010, dead soft, Finish A. 1/32 inch). Unless otherwise specified allow to dry for 48 hours at standard conditions.
