COMMERCIAL ITEM DESCRIPTION
SEALER, SURFACES (SANDING)
The General Services Administration has authorized the use
of this commercial item description in preference to TT-S-190.
This description covers a sanding sealer of the lacquer type which is suitable for spray applications (conventional or airless) on wood furniture.
Salient characteristics:
The wet sealer shall be free from skins and other foreign matter, and shall be readily dispersible by hand stirring for five minutes to a homogenous mixture. The solids content shall be 21 percent minimum. The volatiles shall meet air pollution requirements. The lead content shall not be more than 0.06 percent by weight of nonvolatile matter.
Color. The color of the sealer (after centrifuging) shall not be darker than No. 7 on the Gardner Color Scale (ASTM 1544).
Viscosity. The viscosity in strokes shall be 0.50 minimum and 0.85 maximum (ASTM D 1545)
Spraying properties.1/ The sealer shall not run, sag, streak, or show orange peel.
Sanding properties. 1/ When lightly sanded for 5 minutes with a 5/0 unused sand paper the sealer shall sand to a smooth and uniform film, and the sanded-off portion shall be in the form of a cry powder. The sand paper shall show no gumming.
Lifting. 1/ The film shall not lift when recoated with the same sealer and allowed to dry for 1 hour at standard conditions.
The issue of the ASTM test methods in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable.
Preservation, packaging, packing, labeling, and marking. Preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order.

Note: Procedures for the preparation of sealer relative to the above salient characteristics:
1/ The sealer shall be sprayed from a uniform distance of 8 inches to a clean glass panel measuring at least 100 – by 200 mm. Spray one cross- coat of the sealer and immediately place the panel in a vertical position and let dry for 1 hour at standard conditions.
