COMMERCIAL ITEM DESCRIPTION
VARNISH, ASPHALT
The General Services Administration has authorized the use of this Commercial Item Description in preference to Federal Specification TT-V-51.
Salient characteristics:
This description covers asphalt, varnish for utility purposed (see note 1/). The varnish as received shall be ready for use, show no skinning, livering, thickening, or gelling and be readily dispersible by hand stirring to a homogeneous mixture. It shall contain a minimum of 40 percent solids by weight (ASTM D1644, Method A) and a maximum of one percent of the solids shall be inert fillers (ASTM D 2042). The volatile portion shall comply with air pollution regulations.
Application. When applied to a 18 x 6.5 inch (45.7 x 16.5 cm) clear glass panel cleaned until no waterbreak is observed, and using a 1-inch flat brush, the varnish shall brush without pulling and flow out to a smooth level film.
Viscosity. The varnish shall have No.4 Ford Cup viscosity of 46-60 seconds at 25oC (ASTM D 1200).
Drying time.2/ The varnish shall set to touch within 3-hours and dry hand within 24-hours (ASTM D 1640).
Color. 2/ The color shall match color number 17038 of Federal Standard 595 (ASTM D 1729).
Flexibility. 2/ The varnish shall bend over a 1/8-inch mandrel without cracking or flaking (ASTM D 1737).
Adhesion. 2/ When tape is pulled from the scored film, no more than 5 percent (rating 48) of the film shall be removed from the panel (ASTM D 3359, Method B).
Water resistance. 2/ The varnish shall withstand immersion in distilled water for 18 hours at 25oC without blistering, whitening or softening (ASTM D 1647).
1/ This asphalt varnish is not recommended for use on direct sunlight.
2/ Draw-down a film of the varnish which will dry to a thickness of 1.0 + 0.1 mil on a solvent cleaned and buffed tin panel, manufacturer’s standard gage no. 31. Allow to dry for 48 hours at standard conditions before all testing, except drying time.
The issues of the ASTM test methods in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. Packaging, packing, and marking shall be as specified in the contract or order.
