COMMERCIAL ITEM DESCRIPTION
SEALER, SURFACE (VARNISH TYPE, WOOD AND CORK FLOORS)
The General Services Administration has authorized the use of this Commercial Item Description in preference to Class 1 of Federal Specification TT-S-176.
Salient characteristics:
The sealer shall not contain skins or gels shall be suitable for application by bristle brush or lamb’s wool mop. The solvent used shall not be photochemically reactive as defined in Rule 102 of the South Coast Air Quality Management District 1/. The sealer shall be reducible with mineral spirits without causing flocculation or the formation of gel bodies.
Skinning. A sealed, three-quarter filled container shall not skin within 48 hours at room temperature.
Odor. The odor in the can and during application shall not be irritating. There shall be no residual odor after 24 hours air drying (ASTM D 1296).
Water resistance. After 24 hours immersion in distilled water at room temperature and 0.5 hours immersion in boiling distilled water, dried films of the sealer shall show no whitening, blistering, or visible defects other than slight dulling (par 6.4, ASTM D 1308) 2/.
Working properties. The dried sealer shall shown no ink staining; shall be capable of being recoated without lifting or lap marks: and shall be compatible with the varnish, solvent wax, and emulsion wax topcoats (ASTM D 1546).

The issues of the ASTM standards in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable.
Preservation, packaging, packing, labeling, and marking. The preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order.

2/ Prepare test films by flow-coating the sealer on tinplate panels and drying vertically 48 hours at room temperature. The half of the panel uppermost during drying shall be immersed.
