COMMERCIAL ITEM DESCRIPTION
AEROSOL FLOURESCENT LACQUER
The General Services Administration has authorized the use of this
Commercial Item Description in lieu of Federal Specification TT-L-47
This description covers fluorescent aerosol lacquers for painting small objects for bright daytime visibility, both for interior and exterior use.
Salient characteristics:
The aerosol lacquer shall be furnished in nominal 1-pt commercial pressurized dispensers. The solids by weight content shall be a minimum of 54g and only daylight fluorescent pigments shall be used to impart fluorescent properties to the lacquer. The lacquer shall be dispersible by hand shaking for 1 minute at a room temperature. The valve shall spray easily with moderate finger pressure and close immediately upon release of pressure. The spray shall be without sputtering, and a smooth and uniform film shall be deposited. When spraying is done in accordance with manufacturer’s direction, the can shall deliver at least 99 percent by weight of total contents.
Drying time 1/. The lacquer shall dry to touch within 15 minutes, dry through within 2 hours, and have no aftertack after 48 hours (ASTM D 523).
Specular gloss1/. The 60o specular gloss shall be 15 maximum for all colors (ASTM D 523).
Color2/. The color shall be a general match to the color specified (ASTM D 1729).
Adhesion 3/. When tape is pulled from the scored film, no more than 5% (rating 4B) of the film shall be removed from the panel (ASTM D 3359,Method B).
Self-lifting 3/. The film shall not wrinkle or lift when another coat of the same lacquer is applied after 2 hours drying of the first coats.
The issue of the ASTM test method in effect on the date of the solicitation shall be used to determine compliance with the stated requirement.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The packaging and packing shall be in accordance with normal commercial practice and shall assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Marking shall be in accordance with the contract or order.

Notes. Procedures for the preparation of lacquer coatings relative to the above salient characteristics:
1/. The lacquer shall be sprayed from a distance 250 to 300 mm onto a clean glass panel measuring 100 by 300 mm to a total dry film thickness of 2.0 + 0.1 mil.
2/. The lacquer shall be sprayed from a distance of 250 to 300 mm onto the white portion of a hiding power chart to a dry film thickness of 3.0 + 0.2 mil.
3/. The lacquer shall be sprayed from a distance of 250 to 300 minimum to solvent-cleaned and buffed cold-rolled, rust-free, steel panels (manufacturer’s standard gage No.20) to a total dry-film thickness of 2.5 + 0.1 mil.
