COMMERCIAL ITEM DESCRIPTION
PRIMER COATING
(FERRIC OXIDE, AEROSOL)
The General Services Administration has authorized the use of
this commercial item description in preference to Federal Specification TT-E-488, Primer.
This description covers an aerosol primer for general purpose interior and exterior use on metal surfaces.
Salient characteristic:
The aerosol primer shall be furnished in nominal 1- pint commercial pressurized dispensers, with a total solids content of 50g minimum and a maximum lead content of 0.06 percent by weight. The primer shall contain ferric oxide and other lead free pigments as needed. The contents shall be dispersible by hand shaking for 1 minute at standard conditions, and the valve shall spray easily with moderate finger pressure and close immediately upon release of pressure. The spraying shall be without sputtering and a smooth and uniform film shall be deposited. The can shall delivery at least 98 percent by weight of contents.
Drying time. 1/ The primer shall dry- to-touch within 30 minutes, dry-through within 2 hours, and have no aftertack after 48 hours ( ASTM D 1640)
Color. 1/ The color shall be a general match to the color specified (ASTM 1729).
Specular gloss. 1/The 60o specular gloss shall be 10 maximum (ASTM D 523).
Flexibility. 1/ The primer shall bend over a ¼ -inch mandrel at 0o and 25o C without cracking or flaking (ASTM D 1737).
Lifting. 1/ The primer shall not wrinkle or lift when exposed to drops to toluene covered with a watch glass for 15 minutes.
Knife test. 1/ The primer shall ribbon or curl and not flake or powder, and show beveled edges at a cut made with a craftsman’s knife (curved blade).
Water resistance. 1/ The primer shall not blister, soften, or show other defects after immersion in distilled water for 18 hours at 25o C, followed by a recovery period of 1 hour at standard conditions.
Salt spray (fog) testing. 1/ There shall be not more than 0.1 percent of rust (rust grade 8 of ASTM D 610) and no blistering under the film after 200 hours of salt spray exposure (ASTM D 1117).
The issues of the ASTM test methods in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product sold in the commercial marketplace. The Government reserves right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable.
