COMMERCIAL ITEM DESCRIPTION
WATER PAINT, POWDER
(CEMENTITIOUS, WHITE AND COLORS)
The General Services Administration has authorized the use of
this commercial item description in preference to Interim
Federal Specification TT-P-0035
This description covers cementitious type paints for protection, decoration, and water proofing of interior and exterior masonry, concrete, and plaster surfaces.
Salient characteristics:
The cementitious paint shall be in powder form, free from jumps or aggregates, and easily dispersed in water (manufacturer’s directions) to a smooth and homogenous consistency. The paint shall be suitable for application to wetted masonry surfaces with a fiber brush, roller or spray equipment. In addition, the paint shall meet the following criteria:
Application. When brushed to a wetted* patio block at a spreading rate of 50 square feet per gallon, the paint shall have a smooth finish, and after 7 days of curing at standard conditions the maximum degree of chalking shall be No. 8 (ASTM D 659).
Color.1/ The color shall be a general match to the color specified (ASTM D 1729) and the white shall have a minimum reflectance of 80 (ASTM E 97)
Drying time. 1/ The paint shall dry-to-touch in 4 hours and dry-hard within 48 hours (ASTM D 1640)
Temperature cycling . The film shall be unchanged after 4 cycles each consisting of the following: Wet* the film and immediately expose to 1 hour at -10o C followed directly by 1 hour at 50o C.
Alkali resistance. 1/ There shall be no discoloration or softening when the painted panel is soaked in a 0.5 percent NaOH solution for 14 days at a depth such as to have the painted side of the panel ˝ inch above the surface.
Hiding power. 1/ There shall be complete hiding when the paint is applied over a Leneta Spray Monitor.
Wind-driven-rain resistance. Paint three wetted * patio blocks at the rate of 50 square feet per gallon and allow to cure for seven days at standard conditions. Test by method and apparatus described in TT-C-555. There shall be no water visible on the surface of blocks at the end of 8 hours.
Accelerated weathering. 1/ After 500 hours of weatherometer exposure there shall be no checking, cracking, or loss of adhesion, and the degree of chalking shall be No. 8 maximum (ASTM D 822).
*Surfaces are wetted by placing a wet sponge on the panel for 60 seconds at standard conditions.
1/ Apply the paint at the rate of 50 square feet per gallon to wetted* concrete panels prepared from a mix of 1-part grey Portland cement and 1- part Ottawa silica sand, cured for 24 hours at standard conditions, and sanded to remove glaze.
The issues of ASTM test methods in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product sold in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable.
