COMMERCIAL ITEM DESCRIPTION
COATING COMPOUND, OBLITERATING (AEROSOL)
The General Services Administration has authorized the use of this commercial item description in preference to Federal Specification TT-C-2114, Type II.
Salient characteristics:
The aerosol obliterating coating covered by this description shall approximate the color of the Kraft carton and is intended for spraying on bales, crates, boxes and drums to obliterate old markings or as an undercoat for stenciling. Black stenciling shall be highly visible when applied over coating. The coating shall be furnished in a 16 ounce commercial pressurized dispenser with a minimum solids content of 75 grams or in a 24 ounce commercial pressurized dispenser with a minimum solids content of 110 grams. The valve shall spray easily with normal finger pressure and close immediately upon release of finger pressure. The spray shall be without sputtering or interruption and a smooth uniform film shall be deposited. The 16 ounce can shall deliver at least 369g of coating and the 24 ounce can shall deliver at least 525g of coating.
Drying time. The coating shall dry-through in 10 minutes and be dry-to-recoat at 10 minutes as well as at 1 hour (ASTM D 1640; spray to a dry film thickness of 25 um minimum).
Specular gloss. * The 60O specular gloss shall be a maximum of 10 percent (ASTM D 523).
Hiding power. Complete wet and dry hiding shall be obtained with a dry film thickness no greater than 25 um. Test by spraying over a black and white opacity spray monitor until complete wet hiding is obtained. Allow to dry for 10 minutes, evaluate dry hiding and then determine the dry film thickness.
Cohesion. * The coating shall ribbon or curl without flaking or powdering and show beveled edges at a cut made with a curved blade craftsman’s knife held at a 30O angle from the film.
Adhesion. * No more than 5 percent of the film shall be affected when tape is pulled from the scored film (minimum rating of 4B under ASTM D 3359, method B).
Resistance to lifting. * There shall be no wrinkling, blistering, softening or loss of adhesion when a film of the coating which will dry to 25 um minimum is applied to a fully cured film of an air-dry medium oil alkyd enamel conforming to Federal Specification TT-E-489. Test for film integrity by scraping lightly with a metal spatula ten minutes after application.
Water resistance. * There shall be no softening, blistering wrinkling, loss of adhesion or color change when immersed in water at room temperature for 18 hours, wipe dry, allowed to recover for 2 hours and then tested for film integrity by lightly scraping with a metal spatula (ASTM D 1308).
Chalking and fading. * There shall be no more than No. 8 chalking (ASTM D 659) and a lightness index difference no greater than 4 units (The lightness index is 10 times the square root of the reflectance.) after 96 hours in the enclosed twin arc weatherometer (ASTM G23).
* The test panels shall be prepared from phosphate coated steel in accordance with ASTM D 609, method D. Spray a film which will dry to a thickness of 25 + 3um and allow to cure for 2 days at standard conditions before testing. The enamel for the resistance to lifting test shall cure for 5 days.
