COMMERCIAL ITEM DESCRIPTION
PRIMER COATING
(ALKYD, EXTERIOR WOOD WHITE AND TINTS)
The General Services Administration has authorized the use of this commercial
item description as a replacement for TT-P-25 for all Federal Agencies.
1. SCOPE. This commercial item description covers one
type of pigmented exterior alkyd primer coating having a maximum Volatile
Organic Compound Content of 250 grams per liter. This primer is intended for
use over wood.
2. SALIENT CHARACTERISTICS. The primer coating shall be a long-oil alkyd pain,
reducible in mineral spirits, and have the properties described below.
2.1 Condition in container. The primer coating shall be free from skins,
livering, seeds, and hard settled pigment and shall be easily dispersible to a
uniform condition by five minutes of hand stirring. A closed, three-quarter
filled container shall not skin within 48 hours, when stored at room
temperature.
2.2 Probihited materials. The lead content shall not exceed 0.06 percent of the
nonvolatile content. Mercury, cadmium, hexavalent chromium compounds, benzene,
toluene, xylene, ethyl benzene, chlorinated solvents, and ethylene-based glycol
ethers and their acetates, methyl ethyl ketone, and methyl isobutyl ketone
shall not be used in the formulation.
2.3 Qualitative requirements.
2.3.1 Application properties. When tested as specified in ASTM D 2392, the
primer coating shall brush and spray easily and dry to a smooth, uniform film,
free from dusting, mottling, sagging, lap marks, color separation, orange peel,
or excessive brush marks. The substrates shall be Western Red Cedar, White and
Ponderosa Pines, and Southern Pine conforming to the requirement in ASTM D 358.
2.3.2 Flexibility. The primer coating shall not crack or flake when bent over a
3.18 mm (0.125 inch) diameter mandrel, as described in ASTM D 522. The test
shall be performed on a draw down of the primer coating on tinplate panels. The
dry film thickness shall be 37 + 2 um (0.0015 + .0001 inch). The
coating shall air dry for 24 hours and then conditioned for 2 hours at 105OC
(221OF), prior for testing.
2.3.3 Color. The tinted primer coating shall be a general match to the color
specified.
2.3.4 Water resistance. When tested as specified in ASTM D 1308, the primer
coating shall show no wrinkling, blistering or loss of adhesion immediately
after 24 hours immersion in distilled water at 23OC (73OF)
