COMMERCIAL ITEM DESCRIPTION
PRIMER COATING
(LATEX, WHITE, FOR GYPSUM WALLBOARD)
The General Services Administration has authorized the use of this Commercial Item Description.
Salient characteristics.
The container shall be corroded and the primer shall be free from biological grown or putrid odor. The primer shall be redispersible by a maximum of 5 minutes hand stirring to a uniform, usable condition free from persistent foam (ASTM D 2931, par 7.1).
Odor. The odor of the primer in the can and during application shall not be irritating. There shall be no residual odor after 24 hours air drying (ASTM D 1296).
Working properties. The primer shall brush and roll easily without excessive brushmarks, foaming or roll spatter; and shall dry to a smooth uniform film free from suction spots or fuzz (ASTM D 2931), par E. 1) 1/.
Enamel holdout. The difference in 60o gloss between one and two topcoats shall not be greater than 5 percent of the one coat gloss value. 2/.
Alkali resistance. The primer shall not blister or emulsify when exposed for a 4 hours to 0.05 percent NaOH solution. After 24 hours recovery, the film shall show no change in hardness or adhesion (ASTM D 1308, par 6.2). 3/.

The issues of the ASTM standards in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Quality assurance provisions. The offeror/contractor is responsible for the performance of all inspections specified herein using facilities acceptable to the Government. The Government reserves the right to perform any specified inspection when deemed necessary to assure that the primer conforms to this description. Failure to meet any requirement shall be cause for rejection of the lot from which the sample was taken.
Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable.
Preservation, packaging, packing, labeling, and marking. The preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order.

1/ A 0.6 x 0.6 m (2 x 2 ft) gypsum wallboard panel (ASTM C 36) shall be taped and topped with joint compound and dried 24 hours.
2/ Brush interior alkyd semi-gloss enamel (60o gloss 40-60) over one-half of the primed, dried working properties panel at 11.0 m2/L (450 ft2/gal), air dry 24 hours, and similarly brush the enamel over the entire panel. Measure the 60o gloss over each area after 48 hours air drying (ASTM D 523).
