COMMERCIAL ITEM DESCRIPTION
PIGMENT, LAMPBLACK, DRY
The General Services Administration has authorized the use of this commercial item description as a replacement for TT-P-3508 for all Federal Agencies.
1. SCOPE.
This commercial item description covers one type of pigment commercially known as lampblack, for use in paints, sealants, adhesives, rubber, etc.
2. SALIENT CHARACTERISTICS.
The pigment shall conform to the requirements as specified in ASTM D 209 for dry pigment, with the following additions.
2.1 Additional requirements.
(a) The maximum ash content shall be 0.5 percent as determined by ASTM 1208.
(b) The maximum acetone extract shall be 1.0 percent as determined by ASTM D 305.
(c) Delete the “tone when diluted with zinc oxide” requirement.
(d) The mass color and character of tint shall be the same as the National Institute of Standards and Technology (NIST) Sample No. 318 and the tinting strength shall be not less than Sample No. 318, when tested as specified in ASTM 387. All measurement for mass color, character of tint, and tinting strength shall be determined using the pigment dispersion that provides the maximum tinting strength as determined in Annex A1 of ASTM D 387.
1. The vehicle and white tinting paste shall be that suggested in ASTM D 387.
2. When determining the mass tone color only the dry color sample will be used.
3. REGULATORY REQUIREMENTS.
The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
