COMMERCIAL ITEM DESCRIPTION
THINNER, DOPE AND LACQUER (CELLULOSE NITRATE)
The General Services Administration has authorized the use of this
Commercial Item Description in preference to Federal Specification TT-T-266.
This description covers a thinner intended for use reducing the viscosity of cellulose nitrate dopes and lacquer.
Salient characteristics:
The thinner shall be free from rust particle and suspended matter. No discoloration or oiliness shall develop when 5 drops of thinner are allowed to evaporate 30 minutes from #5 Whatman filter paper.

Non-volatile matter. Non-volatiles shall not be more than 10 mg per 100 ml of thinner (ASTM D 1353).
Acidity. The acidity shall not be more than 0.28 mg KOH per gram of thinner (titrate with 0.1 N alcoholic KOH using 1 percent alcoholic phenolphthalein indicator).
Color. The color shall not be darker than color standard No. 10 (ASTM D 1209).
Heptane miscibility. There shall be no turbidity when 19 parts heptanes are mixed with 1 part thinner (ASTM D 1476).
Copper corrosion. The copper strip shall show no tarnish greater than classification 2 (ASTM D 130).
Sulfur. The thinner shall contain no sulfur (ASTM D 853).
The issues of the ASTM test methods in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable.
Preservation, packaging, packing, labeling, and marking. The preservation, packaging, packing, labeling, and marking, shall be as specified in the contract or order.
